A l’âge de 44 ans, Bassirou Diomaye Faye va devenir le cinquième président de la République du Sénégal, et aussi le plus jeune, après la reconnaissance de sa victoire dès le premier tour le 25 mars dernier, par son principal concurrent, Amadou Ba.
Chef de file, avec son mentor Ousmane Sonko, d’une nouvelle génération d’hommes politiques en Afrique de l’Ouest, Bassirou Diomaye Diakhar Faye présente son projet comme celui de la « rupture » et du changement de système.
Ainsi, le programme du Président Bassirou Diomaye Faye nouvellement élu inclut un volet sportif visant à promouvoir la santé, le bien-être et le développement social à travers le sport. La rédaction de Dsports vous donne des orientations.
La gestion des infrastructures en avant
Dans son programme, Diomaye Faye compte remédier au problème des infrastructures pour contribuer au développement du sport dans les années à venir. De ce fait, il promet la construction, la gestion et la maintenance des infrastructures sportives ainsi que la mise en place d’une Agence de développement et de promotion du sport qui devra contribuer au développement des infrastructures des clubs sportifs ainsi que la formation des entraineurs et des athlètes.
La construction de gymnases, de piscines, l’aménagement d’espaces sablonneux pour le Beach Soccer, le Beach Volley, la lutte traditionnelle sont également mentionnés dans le programme.
Retour en force du sport à l’école
Il y transparaît également la volonté de faire de la pratique physique et sportive une logique de bien-être pour les plus jeunes avec le retour au premier plan du sport-étude ainsi que des réaménagements sur les crédits horaires dans le milieu scolaire.
Plusieurs mesures sont prévues comme la reprise du championnat national universitaire chaque année pour contribuer à la redynamisation du sport scolaire et universitaire.
«Diomaye Président» prévoit de mettre en place des départements de Sciences et Techniques des Activités Physiques et Sportives (STAPS) dans toutes les universités du pays. La construction des lycées d’excellences du sport étude figure également dans le projet. Le programme de Diomaye Faye veut également faciliter la pratique du sport à la population en développant des installations sportives de proximité.
Une mutuelle pour les sportifs
Il est également prévu dans son programme la mise en place d’une mutuelle pour les sportifs licenciés «avec une obligation d’adhésion» qui permettra de financer des projets pour les sportifs de haut niveau à la retraite.
Cette mutuelle effectuera un financement remboursable aux projets rentables que « les sportifs veulent promouvoir dans leur espace (centres de formation, fitness…).
Diomaye Faye s’engage à créer cinq pôles d’espoir (Nord, Sud, Est, Ouest, Centre) pour «le développement durable du sport de performance dans toutes les disciplines sportives».
Reconversion des anciens sportifs
Une concurrence saine sera donc attendue dans ces différents pôles. La reconversion des anciens sportifs, la recherche scientifique sur les sportifs, la recherche de financement pour les Fédérations font aussi partie des volontés d’un Diomaye Faye qui voit du sport de performance en vitrine touristique.
Un code du sport sera mis en place pour doter le secteur sportif sénégalais d’un cadre législatif prenant en compte les préoccupations liées à la pratique. Ceci passera par : la refonte de la Charte du sport de 1984 ; l’abrogation, la modification et la création de textes règlementant les aspects liés à la formation, aux infrastructures sportives, au sport de haut niveau; au sport pour tous, à la prise en charge du dopage, du numérique et du financement du secteur.
Rentabilisation des infrastructures sportives
Il y aura aussi un cadre juridique adéquat permettant aux infrastructures sportives de générer des ressources et de les réutiliser pour leur entretien et leur maintenance sera mis en place.
Il va mettre en place une agence de développement et de promotion du sport afin de développer les infrastructures sportives et les clubs sportifs, former les entraîneurs et les athlètes et promouvoir le sport auprès de la population.
Un fond national de développement du sport sera mis en place pour accompagner le sport et compléter les limites inhérentes aux budgets de l’État. Ce fond sera alimenté par les taxes de droits de télévision, de la loterie, du sponsoring, des casinos etc.
L’Éducation physique et sportive (EPS) sera valorisée et retrouvera sa véritable place dans le système éducatif sénégalais compte tenu de sa contribution à la formation complète des élèves en sauvegardant leur équilibre.
Maintenir le cap d’un sport compétitif
Pour surfer dans la vague de succès du sport sénégalais ces dernières années et du football en particulier, Diomaye Président s’engage à maintenir le cap d’un sport compétitif, instrument de socialisation et vitrine diplomatique et touristique.
Pour les personnes à mobilité réduite, Diomaye va assurer la mise à disposition des espaces sportifs nécessaires, des équipements spécifiques, des moyens humains, d’entraînements, de formations et de ressources appropriés, ainsi que l’octroi de subventions en vue de contribuer aux financements des activités des clubs sportifs des personnes handicapées et de soutenir les fédérations para sports dans la réalisation de leurs projets.
